Such formation stands according to article (3) of decree law no. 22 /2014 on the Regulation to Presidential Elections. As judge/Adly Mahmoud Mansour, The President of the Supreme Constitutional Court, takes charge as Interim President by virtue of the formal announcement issued on 3 July 2013; thus Judge/Anwar Rashad El-Assy, First Deputy of The President of Supreme Constitutional Court, is the Acting President of Supreme Constitutional Court beginning from that date.
According to the same article; in the event of absence of Judge/Anwar Rashad El-Aasi, then judge/ Abd El-Wahab Abd El-Razek shall substitute him and judge/Hanafy Ali Gebaly, Deputy of The President of Supreme Constitutional Court, shall join to committee membership during that period of time.
